Documented violation
Rabii Chihaoui
Rabii Chihaoui, a young Tunisian man from Hay Hlel in Tunis, was arrested following a quarrel with one of his neighbours, who filed a complaint against him with the police. He died inside Mornaguia Civil Prison in suspicious circumstances.
After his arrest, he was taken to the custody centre, where he spent Wednesday, Thursday and Friday. His sister visited him during this period and confirmed that he was in good health and showed no signs of violence.
On 5 November 2022, he was transferred from the custody centre to Mornaguia Civil Prison. According to his sister, the violence and beating that caused his death took place specifically inside this prison, given that he had entered the custody centre safe and sound. Photographs of the victim circulated after his death, showing scars, bruises and serious marks of violence on several parts of his body. His sister stated in a radio interview that he did not suffer from any serious illness and had entered prison in good health. For its part, the General Authority for Prisons and Rehabilitation denied that he had been subjected to any torture, neglect or failure of care, and stated that his death occurred while he was being transferred to a hospital.
