Documented violation

Khaled Mabrouki

December 2023

In December 2023, Khaled Mabrouki was arrested following a dispute with one of his female neighbours; he was later brought before the courts and sentenced to one year’s imprisonment, served in Borj El Roumi Civil Prison. At the start of his detention, his family submitted his medical file to the prison administration and to the Citizens’ Relations Office, showing that he suffered from psychological disorders requiring medical follow-up and treatment, but they were told that a large number of prisoners were waiting for a medical examination. During his imprisonment, his mental health deteriorated markedly without his being given the necessary health or psychological care, while Khaled repeatedly stated that he was being subjected to violence by prison officers, expressing again and again his intense suffering and the harshness of the conditions of detention. In December 2024, Khaled Mabrouki left prison, and his mother noticed clear blue bruises on his back indicating that he had been subjected to physical violence during his detention. After his release, his psychological suffering continued as a result of what he had endured in prison, without his receiving appropriate medical follow-up, until on 29 April 2025 he set himself on fire and died at the scene.
